Vaccine Choice Canada Releases Recommendations for Vaccine Injury Accountability and Compensation Program

Today Vaccine Choice Canada (VCC) released a position paper on vaccine injury accountability and compensation programs (VICPs). The position paper is in response to the Canadian government’s December 10, 2020, announcement of the launch of a pan-Canadian VICP. The government’s news release said the program would give no-fault, taxpayer-funded, support to people injured by any COVID-19 vaccine. Details of the program have yet to be made public.
The new VCC position paper outlines some of the main weaknesses in VICPs of other G20 countries, most notably the US. We note for example that almost all VICPS result in less rather than more protection of people’s health, and less rather than more compensation-payment-related fairness for the population.
“Our review of other G20 nations’ VICPs shows they almost always put the burden on taxpayers rather than industry to compensate victims, and in many other ways are unjust and inequitable,” said Ted Kuntz, president of Vaccine Choice Canada.
 In the position paper, the VCC identifies higher goals a VICP should include, such as:
Manufacturer Accountability – A transparent and accountable system of fair compensation for vaccine injury and death solely funded by the manufacturer, and easily accessed by medical providers and the Canadian public who report vaccine injury. We also call for manufacturers to provide, with integrity and transparency, adequately tested and safe vaccination products. In addition, the VICP should give its administrators the authority to remove from the marketplace inadequately tested vaccine products that cause injury and death.
Education – Voluntary Informed Consent / Vaccine Risk / Injury Reporting – An education and training program for both vaccine administrators and the Canadian public that includes objective information about vaccine risk and identification of vaccine injury.
Manufacturer Requirements for Product Safety – The requirement for transparent Canadian-based robust safety testing that is widely publicized and easily accessed by health care providers and the Canadian public at large.
Compensation – A system of parliamentary oversight that financially supports and implements the recommendations of a non-governmental, independent, third-party program administrator.
